View comments by descending date

have you tried
‘dashboard’ ‘settings’ ‘discussion’ ‘other comment settings’ ‘Comments should be displayed with the [newer/older] comments at the top of each page’

(depends on the theme, not all themes use the wp_list_comments() function)
