very narrow and odd membership plugin requirements

I am building a regional business directory, probably just working from scratch. I’ve tried a couple of directory themes and think I can do a better job for my needs just customizing my WP installation. There is one thing, however, that I have not figured out, and I think it’s because my needs in that area are so narrow.

I want to set up a membership structure with a very narrow range of purposes, but have had a hard time finding an appropriate plugin. The plugin needs to:

1. limit a member’s rights to editing only any pre-existing post or posts under their account (I will probably create the post initially);
2. not allow creation of new posts, or restrict the number of posts that a member can make;
3. change any existing post or posts status to draft (or delete them, bur preferably move to draft) if the member’s dues lapse.

There will be no creation of new posts, no member-only content, no other restrictions. That will be all. This will allow a client to edit the content of his own one directory listing and will require him to pay the monthly fee in order to keep his post (directory listing) active.

I have not been able to find a plug-in that will do that. As I said, it seems my requirements are much narrower than normal.

Any suggestions?
