Very big difference in loading time – Google Webmasters and Pingdom Tools

Hello,
I would like to know why Google Webmasters says that my blog https://www.noticiasautomotivas.com.br takes 10 seconds to load, while Pingdom Tools says it takes 3.6 seconds?
My blog has been heavily optimized towards Page Speed instructions, and gets a score of 86/100.
