Version 4.3.2 throwing wp_mail conflicts

I am confirming that when this plugin is updated to version 4.3.2, Post SMTP throws the following error:
Postman: wp_mail has been declared by another plugin or theme, so you won’t be able to use Postman until the conflict is resolved.
From the folks at Post SMPT: “We have checked the Popup Builder version 4.3.2 and found that this includes a file named pluggable.php. wp_mail is a pluggable function and every SMTP plugin overrides it and it is WordPress standard, if any plugin includes this file before we override this function then plugin will not be able to send emails.”
Why is Popup Builder declaring wp_mail, and how do we get this resolved. Bumping down to version 4.3.0 removes the conflict.
