Venues, Region, State – wrong order

since we tested a bit we decided to use your plugin instead one of the others ??

Unfortunately we realized a problem.
In germany the region usually is smaller then the state.
If we fill out the venue according to this a user ends up with a wrong order in the advanced search

Example:
State: Thüringen (big)
Region: Saalfelden-Rudolfstadt (very small)

When a user searches an event he now gets a filtering-order like this:
Region: Saalfelden-Rudolfstadt (very small)
State: Thüringen (big)

What is the best way to solve this without messing up the whole system?
