    I would like that the Vendor would have the possibility to accept or deny the purchase.
    Is it possible and how ?

    Hi there,
    I suggest that you could achieve this using a Request for Quote plugin.
    The vendor would receive that order as a request for a quote at which point they could refuse the order entirely.

    A search for WooCommerce request for quote plugin digs up a few possibilities to consider.
