I am testing out your plugin for my theme. I use a Woocommerce/WC Vendor theme called Onesocial Marketplace.

I researched this error for user access and found the following fix suggestion on your site:

    https://getawesomesupport.com/question/users-get-you-do-not-have-the-capacity-to-open-a-new-ticket/

I was successful at granting the role of “subscriber” with the 5 special capabilities and that role can now use the plugin correctly. However I was not able to do the same thing with the role of “vendor”. Even thought I granted the same capabilities it still is getting the error “You are not allowed to submit a ticket.”

    Kind Regards – Dan

    Hi:

For the “vendor” role I suspect that they have capabilities that make them agents so that they can access tickets on the back-end. If they’re agents they can’t open tickets on the front-end. To allow them to open tickets- on the front-end they should only have the capabilities for “support user” and no other ticket capabilities. (But doing that will prevent them from viewing and handling tickets on the back-end. They can be agents or end-users, not both!)

    Hope this helps.

None of the vendors have back end access and all their admin settings are done from the frontend. So I guess this plugin will not work for me afterall.

    Thanks

Yeah, helpdesks for a multi-vendor market-place where users are both agents and vendors are not something we support. Sorry about that.
