VAT not removed but validated ok

i just realized that the VAT is not removed from checkout anymore,
everything was updated recently and no errors.
TAX calculated as usual, but if i enter VAT number ajax just reloads cart block and nothing else..

i have tried to disable some plugins and caches , and rewrites, but the same problem.
