VAT doesn’t get added on shipping cost

Hello, I’ve been very happy with flexible shipping but I just noticed an issue (not sure if it was there before or not), the VAT doesn’t get added on the shipping cost.

I have set the ‘Tax status’ as ‘taxable’ and the ‘Tax included in shipping cost’ to ‘No, I will enter the shipping cost exclusive of tax’.
I have also added the tax rates for the relevant countries.

However woocommerce is setup to show the prices with tax included for the shop’s address which is France (20% VAT). Could that be the issue ? I do not wish to display the tax non included prices though.
Whenever I add products, in the basket or at checkout the tax is correctly applied (or deducted) depending on the accounts shipping address, but the shipping cost doesn’t apply any taxes.

Edit: The shop’s theme is a custom one based on underscores with some bootstrap.
