Now, as you are facing this issue, it seems like some plugin/theem is causing this issue.

Just to be sure, Disable all the plugin except WooCommerce and WC Catalog Enquiry for testing purpose and check again. If the issue still exist, please switch to some default theme like Twenty Sixteen and check again.
