Variable Shipping Cost for inside/outside USA

  • Hello, I want to know how I can achieve the following shipping cost:
    1. I have some clothing that requires flat rate shipping cost for customers outside USA.
    2. I have some clothing that requires Flat rate shipping for the First product (INSIDE USA), for the next each product it has 1.5$ added shipping cost.
