Validation error: PayPal amounts do not match

PayPal is not adding shipping cost and resulting in Error: Validation error: PayPal amounts do not match (gross 39.95). Order status changed from Pending Payment to On Hold.

Product is ￡39.95, shipping is ￡4.95, total: ￡44.90 however when you are redirected to PayPal to make the payment the price is ￡39.95 – some customers are not noticing this and still continuing with payment, however order gets put on hold due to the amounts not matching.

How do I fix this error?
