UTF-8 problem still exists, three years later

Here’s the original request for a permanent fix from three years ago. I’ve provided a temporary workaround, however, at this point, it needs to become a permanent fix.

Please address this issue. I’m rather disappointed it hasn’t been addressed three years after I brought it to light.
