UTF-8 encoding error

I’ve imported csv data for a couple of tables already and had no problems but data for one table generated an error “Must be UTF-8 encoding.” I did everything the same. Perhaps the characters in the data changed something. I tried the ms-dos version of csv and data imported successfully but changed my dashes (used to note ranges) to question marks. Any suggestions?
