UTF-8 characters not showing from custom function

  • I’m trying to access the WP database from outside the WP context. The problem I have is that although I have some characters with diacritics in my database, they are not displayed properly when output in the browser.

    The problem does not exist when the data is displayed by WP.

    What can it be?
