UTC Time Stamp

I am experiencing a major issue with WordPress 3.6.1 and server time stamps. GoDaddy’s Cron Job Manager displays the correct current local time. And General Settings in WordPress displays the correct location (Los Angeles, USA for west-coast time). But WordPress General Settings shows the wrong UTC time, and therefore the wrong local time. My understanding is that WordPress is pulling the UTC time stamp from GoDaddy’s server time stamp, and there is no way to adjust it within WordPress (only the local offset). As I write this, WordPress tells me that it thinks current UTC time is 03:26, when current UTC time is actually 18:32. Is it possible that the virtual server my hosting is running inside has the correct time stamp (hence GoDaddy’s Cron Manager shows the correct time), but that the physical server is wrong, and WordPress is pulling its stamp from that? Any advice welcome, as this is completely hosing my WordPress cron activities and posting schedules.
