Using Video content as background (Copyright Issue and AdSense)

Sometimes I need to show some visuals from movies, web series etc to properly explain about the scenes. Because I am working on entertainment niche. So relevant image and videos are important to get more user engagement on the story.

here I am giving a example of YouTube platform, as a google product. So I found that many YouTube shorts channel used movies Video clips (less than 20 to 30 seconds) of movies to explain briefly. This is normally call FAIR USE/ Educational purposes.

But my question is can I use some clips in my story within 10 to 15 seconds for fair use? Like youtubers add voice over to make their shorts unique. Can I write informational paragraph to make the story unique?

i know that youtube shorts and web story is a different consept/platform. But both platform uses Google AdSense for revenue purpose. Will I face issue on my AdSense account after using movie clips in my web story? Because normally the movie copyright owner do not take any action in this types of content. As we alternatively promote their movies or series by using short clips.
