Using the Alternate Icon Set URL

When you say use an “Alternate Icon Set URL”, is there some type of repository that we automatically link the URL to? Or are we to upload the icons to OUR OWN site and then give the new URL for that location?
Just trying to understand how you’ve implemented this and how other are using it as well.
