Using Local files to restore WordPress Installation

Hi,
To keep an extremely long story short I was developing a website on a local install using XAMPP, when my Windows version corrupted.
I regularly backup my folders and so I have a copy of the “wp-admin, wp-content, wp-includes & all other files in the testsite directory” on an external hard drive.
Although I formatted the corrupted Windows hard drive, I was able to use EaseUS Data recovery to access the Xampp\mysql\data\testsite\ and make a copy of the 50 wp_ FRM & IBD files that relate to the website I was developing – something that I didn’t backup.
Because I wasn’t able to export the database into a .sql file via MySql, I’m wondering if it’s at all possible to recreate the website that’s been lost from the files that were backed-up and retrieved from the formatted hard drive. Also, am I missing any other files that I would need to have in order to recreate the site if it is at all possible?
I possibly haven’t explained this all too well so I’d be happy to clear up any areas that need further explanation.
