Users list not showing Name

Since upgrading to 4.9 I notice that the Users list does not show the Name correctly and shows a hyphen character instead.

I have confirmed this on another site, prior to upgrading.

We have hundreds of users but only the First Name filled is used and the LastName field is empty. It looks like WordPress now requires both fields to have a value otherwise a hyphen is show in the users list. Is this intended?
