Users get a 404 when going to their profile

Users get a 404 when going to their profile page, example https://www.domain.com/user/username/
Everything else works fine.
I have tried Deactivating and Deleting, then adding it again.
and I have Deactivated all other plugins.
and changing the Profile Permalink Base/
