Users and WordPress native user-roles not being duplicated

Hello,

I am experiencing an issue when duplicating a site on our multi-network environment below:

– Users are not being duplicated.
– Native WP user roles (Admin, Editor, etc..) are missing when duplicated.

I have a local host for testing and it works fine. However, when on the server (which is setup identically) it is creating something different.

Any help on this will greatly be appreciated. Thanks in advance.
