Username and password required Access Restricted (pwrestrict)

My site is asking for a username and password says its Access Restricted (pwrestrict) before reaching any login screen I have tried changing the password in phpMyAdmin with no luck. Tested across browsers and after deleting cookies and cache. Help! sl.irishsecure.com
