{user_display} is showing name (fname, lname) but not username

The {user_display} Smart Tag should show the username of the user, even when the user’s first and last name are added to their profile page.

In this case there could be a code conflict with another plugin or the site theme. The best way to sort this out is by following the steps in WPBeginner’s troubleshooting tutorial.

I did the suggested troubleshooting but still the problem exists.

To let you know that,

Even, I completely created a new WordPress website
Themes: Twenty SeventeenVersion: 2.1 (By the WordPress team)
Plugins: WPForms with Addons (WPForms Post Submissions & WPForms User Registration).
*Note: No other plugins at all.

So, what i found out is that {user_display} is getting the value from Users>Edit>Display name publicly as (dropdown). Any value there, {user_display} will show that. Suppose, we have 1000 users, we cannot change their public display name one by one.

So, what i did is: I install a plugin called (Substitute Display Names) and changed Change default Publicity Display Name As: Username. So now, {user_display} will get username even there are first and last names.
