User Sync not working

I am using Mailchimp User Sync to automatically add new users from my site to my Mailchimp list, However, I find that the auto sync function is not processed.
Even I start the sync function manually, it only update the existing data in the email system. The new data in the wordpress is not added into the email system. Is there other steps need to do?Setting:
