User Role – Admin Selected Category Notifications

Hello,
Would you ever look at designing a plugin which is like this one but instead it notifies users in roles when things are uploaded to certain categories?
EG: User role = cake – Category = cake
When a new post is uploaded to cake, then all those users in the role cake, will be notified?
If not, would you be able to recommend a plugin which does the same?Thanks
