User rights, User Groups, Admin, Blogger, etc.

What is the best approach to separate user rights to and make WP installation truly a community site? Is there any plugins, hacks needed for this?
Don’t know if it possible to make two or more user rights categories, but two would be great for now – “admin” and “submitter”
These would be ideal:1) admin approval for new posts (other user’s posts get published only by admin)
2) users who submit new posts only do that and cannot mess with WP settings or have any other access to admin area (Only ability to add new posts, which only admin can approve)
It seems to be in place on www.remarpro.com for bloggers, regular users have no access to anything other than just making new posts.
