User Registration (static page on how to register)

I apologize if this information is in the database already, looking for something is like trying to find, well, you know.

Anyway. I have been using 2 different plug ins, why, not sure, but not the issue:
Confirm User Registration and Approve New Users.

the problem is I have to deny many users due to the email addresses not existing (I sent a few emails to them and no response). interestingly enough they are mostly yahoo email addresses.

I would like to not have them register, but ask to be registered by sending an email to a particular address requesting. not a linked address, but something they have to copy and paste. this way I can tell the fake from the real requests.

Is this at all possible? And how do I implement it?
