User permissions required, to use Safe Redirect Manager?

Hello, can you tell me what user level is required to use Safe redirect Manager? I have a non-admin, who I would hike to be able to have use this plugin, and I would rather not make him an admin, just to use it.
Also, I’m using the User Role Editor plugin. I thought maybe I could modify thus user’s role, so that he could have permission to use SRM without changing him to an admin, but I don’t see Safe Direct Manager listed among the capabilities.
Alternatively, if there is some way to at least export the existing redirects into a easily readable list, that might work for me.
