User permissions

I want to be able to offer the Editor user role the ability to choose Themes or edit Menus that i’ve created (as in add in more pages to a menu). This kind of brought me onto to think whether its easy to change what users can and cannot do?
Is this something built in, or are has any experience of whether there is a plugin solution or its a coding solution?
