While TablePress does have multiple capabilities that can be set on a per-role basis (I suggest to use the “Role Manager” component of the Members plugin), it is not possible to distinguish between the different things that belong to “editing” a table.
If a user is allowed to “edit” a table, it means that he can change both the content and the structure of a table, i.e. he can for example change text, delete, add, move, copy, insert, hide rows and columns.
It is not possible to disallow only some of these. Sorry.
As a hacky trick, you could hide the section with the manipulation options, by logging in as the user, then choose “Screen Options” in the upper right corner of the screen, and the uncheck the undesired section. The user can however easily revert this change.
