User Permission required to use

We have set up users and roles for our new website going production Sunday.
We set up a “Manager” user for the central office manager to do most things including maintain meetings. That manager has permission for almost everything except creating new pages etc.
Yet in the Dashboard “Meetings” selection, there is no PDF option showing for Manager. What capability is needed so that she does not have to have full Admin permissions?
