Please go the Dashboard > Appearance > Customize > Additional CSS and add the following code.
.ur-frontend-form.login {
background: darkslategrey;
}
This will help you change the background color of the login form. If you are using FSE themes, please refer to the documentation in the link below to add the custom CSS codes.

Regrettably, this method is also ineffective.

Once you add the given codes and save it, please clear your site’s cache and see if the changes are saved and working or not. Sometimes the changes aren’t saved due to caching.

Would you please switch the theme to default WordPress theme and add the CSS code on that theme?

I changed to the default theme and then reverted back to the Astra theme, and now everything is functioning properly.
