User locked out on password reset page

I have a test user that’s locked out on password reset. The message shown is:
“You have reached the limit for requesting password change for this user already. Contact support if you cannot open the email”
Couple things are weird here. First, there’s no email. Second, on my end, I cannot figure out what to do so that they can change their password or log in or get them out of this loop in general. Please help. Thanks!
