User level control and confirmation of cell sign in

With the premium, can users enable cell sign for themselves in their profile, and does it send a test message first to make sure it works before adding restriction?
It would be very attractive for a site to let members control and turn on this two factor auth, and helpful if it tested the number first before potentially locking them out by a typo.
