user is automatically “active” even when I set it to “pending”

Hello,

I need to validate manually all new users who wants to register, so I checked the box in WP Membership -> settings -> general and default account is on “pending”
Also in settings -> advanced, default account is on “pending”

But when I create a new user (with another browser) it is automatically set on “active”

I am using only 1 level of membership and it is free.

Am I doing something wrong here ?
