User Image Upload and Ratings

I want to allow users (after registering and logging in) to upload image to my site. I then want them to appear in a gallery or slider and give the ability for other users to give the image a rating.

I have been looking around at ways to do this and have yet to come up with something that would look anything close to decent. I have dabbled with a bit of CSS but am mainly trying to cut down my efforts as its not something i am very good at dealing with and it takes me forever. I am using a DIVI theme by elegant themes but can choose to use or not use the builder.
