User Gallery/Library like deviantart

  • Hi there,
    I am not an expert of WP.
    But looking to create user gallery to upload images with downloadable file support, comments, user ratings etc…
    It could be something like https://www.deviantart.com

    Please help how to achieve that goal? Is there any plugin or template?
    I saw image galleries but those are just for photos not support file upload/download.
