User Free Drawing & Annotation

We need to add two image files onto a public consultation webpage where we can allow the public to draw small sketches over the top of them and type in a comments box to provide feedback on a planning developement site. It is so they can give us their feedback on a planned development and let them come up with good ideas to develop the initial tentative plans. The drawings and comments can them be ‘submitted’ so we can see their sketches and comments.

Is there a recommended plugin which would allow us to achieve this?
