User created polls plug-in

All,

Is there a plug-in that will allow me to have a user created poll. I would like users to come to my site and be able to create a poll for other user to answer and also weigh in on the question by commenting on the question. I see some poll plug-ins that administrators can create but is there one where a user can create it, like a blog post?
