If a blocked action is down to a false-positive when attempting to use a normal function of a plugin, the “ADD PARAM…” button should assist. However, if you wish to specifically unblock a user, you can do so from Live Traffic if the button still says “UNBLOCK IP”, or on the Wordfence > Blocking page under the “Current blocks for…” table.
I notice your screenshot has a button titled “BLOCK IP”, so this suggests that their block has already been lifted. Most blocks will be lifted after the Wordfence > All Options > Rate Limiting Rules > How long is an IP address blocked when it breaks a rule or Wordfence > All Options > Brute Force Protection > Amount of time a user is locked out has been reached, depending on the reason for the initial block.
If this person is being frequently blocked for just trying to use an expected function, like using a site builder, custom form, etc. then reading about Learning Mode may help you out.
