User Approval Notification

I am using WP Forms to enter a new user login registration. I have it set for Manual Approval by the Admin. Two questions –

Is there a trigger in Notification when the Admin approves the new user?
How do I designate the new users email in the Recipients email address. It appears to only allow existing users email.
