Use WooCommerce with no Shipping or Payment Option?

Hi All,
I have a client who wants a site to list the items that she sales reps for, have users place and order, and then she will deal with shipping, payment, etc. offline. BigCommerce, Shopify, etc. don’t really have a non-hacky way to just have a store and submit orders without the parts that she doesn’t need. Will I be able to do this with WooCommerce? IF not, I think I will suggest that I build her a rails app, since she seems to need something unique.
