use uploaded media files

Hi everybody!
I would like the users of my website to be able to add to their profile images that are already uploaded to a specific directory by the administrators. For example, if they don’t have a photo profile, they would be able to use a generic one that is not in the media library but in a different directory. Is that possible? Do you know some plugin that can do do this?
