“Use same address for billing” Checkbox doesn’t fill phone number

As far as I can tell, the “Use same address for billing” which is ticked by default, when using autofill or manual entry does NOT record a phone number, even though a Phone # is required. If you tick the box on/off twice, it seems to fill it.
I have had dozens of orders with no Billing Phone # as a result of this odd bug. Seems to work okay with a saved customer/user data however, but not guests or first time people.
Any thoughts on this? Cheers.
