Use dropdown info

I’d like to have the end user choose the tag for their post, but restrict them to existing options. So far, I can:
– set up a required dropdown list with tag names. But I can’t see how to use that info to set a post tag.
– insert a tag field in the form. But it’s a free entry field; I can’t see how to restrict choices to available tags.
