Use cookies for a static page

My question is this.

is it possible to add a cookies hack in my front page?.

It’s a static page, and i want it only appear if it’s a new viewer, if it’s already been in my page, go directly to the posts page.

For example:

New viewer: Static page
Already been here: Bypass static page, and go to posts page.
