Use COD only for specific countries and with different fees

Hi,

I searched the forum and Net but could not find a solution to my problem. In one thread they mentioned I should use the table rate plugin, which I use. But this plugin is for shipping and not for payment costs.

I want to use COD only in specific countries in the EU. And for Germany I have to use a special fee and for the other countries another one.

I hope that someone has a solution to this.
