Use category-postname in Permalinks Settings?

I am working on a large migration of thousands of posts from an old version of Movable Type to WP. I would like to match the existing permalink structure and have to create as few redirects as possible so I changed the permalink settings in WordPress to
/archives/%category%-%postname%.html
This structure works for posts where the category slug is one word, but once a category slug is multiple words, those posts’ permalinks return 404 errors. Of course this site has lots of categories, and most of them have multi-word slugs.
For example, this post permalink will work just fine:
/archives/categoryone-this-is-the-post-title-slug.html
But this post permalink will 404:
/archives/category-one-this-is-the-post-title-slug.html
The behavior is the same even if I don’t include the crazy
/archives/
at the beginning and.html
at the end and just use%category%-%postname%.
Does anyone know of a way to get
%category%-%postname%
working?
