U.S. map, states linked, jumping to content below

I am wanting to take a map of the U.S. and have each state linked to a state name header w/content lower on the same page. Each state/content will be listed below.

Is there a plugin that can import an image, creating image map hot spots that once click sends the reader down the corresponding state listed.
